New Plan Developments has announced the completion of the handover of the first and second phases of Eleven Business Complex, its commercial and administrative project located in the Central Business District of Egypt’s New Administrative Capital. The company is preparing to launch operations by the end of 2026, with utility connections and essential finishing works currently underway ahead of the planned opening.

New Plan Developments Prepares Eleven Business Complex for Operations
Waleed Khalil, Chairman of New Plan Developments, stated that completing the handover of the first and second phases of Eleven Business Complex represents a significant milestone in the company’s plan to finalize the project and prepare it for operation.
Khalil explained that ongoing efforts are focused on completing the required utility connections and final operational preparations ahead of the planned launch by the end of 2026. These preparations aim to ensure that the project is ready to capitalize on its commercial and investment potential once operations begin.
He emphasized the company’s commitment to delivering its projects according to established schedules and ensuring that all necessary preparations are completed before operations commence. He also highlighted the importance of strategic locations in enhancing investment value and attracting a diverse range of commercial and administrative activities.

Strategic Location in the New Administrative Capital
Eleven Business Complex is located on plot B1-11 in the Central Business District of the New Administrative Capital, behind Al Masa Hotel and near the Regional Ring Road and the North Mohammed bin Zayed Axis.
The project is approximately a two-minute drive from the Egyptian Parliament, the ministerial complex and the Government District, placing it close to several of the capital’s key governmental and administrative centers.
This strategic location is expected to support the project’s investment appeal and accessibility, particularly given its focus on commercial and administrative activities, alongside a range of service and entertainment facilities.
Eleven Business Complex Covers Nearly 9,817 Square Meters
Eleven Business Complex extends across a total land area of approximately 9,817 square meters. Buildings occupy around 30% of the site, while the remaining 70% is allocated to green spaces and landscaped gardens.
This design aims to create an integrated environment that combines commercial and administrative activities with open spaces, providing a setting suited to businesses, employees and visitors.
The project’s layout reflects an approach that balances functional business spaces with landscaped areas, supporting its positioning as a mixed-use commercial and administrative destination within the New Administrative Capital.

Commercial and Administrative Units Alongside Entertainment Facilities
Eleven Business Complex features a tower comprising a ground floor and seven upper floors, offering a variety of commercial and administrative units, as well as restaurants, cafés and entertainment facilities.
The project also includes a VIP Sky Lounge on the top floor, providing views of the surrounding landscape and landscaped open spaces. This facility adds another dimension to the project’s mix of business, commercial and leisure offerings.
The diversity of its components is designed to accommodate different business activities and attract a broad range of tenants and investors seeking a presence in the Central Business District.

New Plan Developments Advances Its Operational Plans
Preparations for the launch of Eleven Business Complex reflect New Plan Developments’ broader strategy to move its projects into the operational phase and maximize the investment potential of its developments.
The project also forms part of the wider expansion of mixed-use commercial and administrative developments in the New Administrative Capital, where demand for strategically located business and service destinations continues to shape the real estate market.
New Plan Developments is continuing the final preparations required to launch Eleven Business Complex by the end of 2026, in line with the company’s announced timeline. The planned opening is expected to mark a new stage in the project’s commercial and investment activity within the New Administrative Capital.
